此人叫何小娃,40岁左右,在10年前因为精神分裂,妻子离异,带走了孩子,人外出流浪.直到半个月前富平县民政局用车将他送到家(那哪里是家啊,已经没有门窗,只剩一些砖头块)扔到村子路边转身就走了,没有对其任何的安置和帮助.他本人因为身体出现问题,不能活动,就在门口荒地上睡到现在,村子里的人只能给他点水和馒头.
