 吉林省高法执行局局长卢炳建在任吉林省白城市检察院检察长期间勒索大连华兴贸易公司50万办案费，把犯罪分子温力军拘讯了一天就放了（不知道又拿了多少好处），在任白城市中级人民法院院长期间伙同温力军等犯罪分子通过假破产等手段侵吞并霸占了中国银行800万贷款和大连华兴公司的粮食加工厂。此次案件经过中央人民广播电台新闻纵横和中国青年报等全国性媒体曝光后，卢炳建这个犯罪高官的大名在当地已经是家喻户晓、妇孺皆知了。在中纪委领导的高度关注下，吉林省纪委等有关部门逮捕了其中的一些犯罪分子，但这起案件的幕后黑手卢炳建却逍遥法外，稳坐钓鱼船。我们相信一定有某一个更大的腐败分子在充当这伙犯罪分子的幕后保护伞。但保护伞的实力再大难道还能比党纪国法大，还能比中纪委大？？？天网恢恢，疏而不漏。胡总书记说，腐败分子发现一个就坚决查处一个。我们期待着...... 吉林省白城中行贷款诈骗事件大事记

1，1995年底----1996年初，不法分子温力军伙同中国银行白城支行内鬼韩宝双行长、陈喜顺科长等非法贷款800万后私分。
 
 2，1996年4月，举报人前往吉林省白城市检察院报案，时任检察长卢炳建勒索举报人50万元办案费后，把不法分子温力军拘讯了一天就放了。
 
 3，1999年4月，卢炳建调任吉林省白城市中级人民法院任院长。在其操作下，白城法院通过假破产，判决不具备法人资格的大连开发区华兴贸易公司白城市分公司破产。
 
 4，1999年10月，中国银行白城市支行将这笔非法贷款以呆坏账的名义核销。800万国有资产流失。
 
 5，2000年，白城市中国银行行长全勇则通过吉林省中国银行信贷处处长找到举报人，要求“私了”
 
 6，2003年3月，吉林省公安厅经侦总队接到报案 
 
7，2003年7月，中国银行总行监察部接到报案

9，2004年2月，不法分子温力军带领几名壮汉从白城窜到北京对举报人的家属进行威胁。

15，2005年10月，新华网新华访谈---银监会沈晓明就银行大要案专项治理问题网民对此就此案质疑银监会。 -----------------------北京的法学专家如是说------------------------------ 1、以非法占有为目的，骗取银行500万元贷款的温力军已触犯《刑法》第193条，犯有金融诈骗罪，应当依法判处无期徒刑。　　2、吉林省中国银行白城支行本案责任人配合温力军，致使国有资产特别巨大流失，已触犯《刑法》第397条，犯有徇私舞弊罪，应对主要责任人判处有期徒刑九年，对其他责任人应判处五年以下有期徒刑。　　3、白城市检察院向报案人杨延军索贿50万元，已触犯《刑法》第387条，犯有单位受贿罪。卢炳建身为检察长，故意包庇罪犯，不予追诉罪犯人温力军，使之消遥法外，已触犯《刑法》第399条，犯有徇私枉法罪。依据法律规定，可判处有期徒刑九年——待更重要的证据分析论证。　　4、白城市中级法院枉法裁判，情节特别严重，已触犯《刑法》第399条第2款，犯有枉法裁判罪；主要责任人卢炳建（时任中院院长）应才承担相应刑罚。
