<P class=MsoNormal style="TEXT-JUSTIFY: inter-ideograph; MARGIN: 0in 0in 0pt; TEXT-INDENT: 24pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT size=3><FONT color=#000000><SPAN lang=ZH-CN style="FONT-FAMILY: SimSun">第一道关卡就是非农业户口，就是城市户口。按共产党的规定，在城市办户口，不仅要有城市的住房，还要有工作单位，还不是所有的单位都行。现在</SPAN><SPAN style="FONT-FAMILY: SimSun">2007<SPAN lang=ZH-CN>年要在城市里面找个住的地方很难，住房的平均价格已经达到了</SPAN>5000<SPAN lang=ZH-CN>元人民币一平方米，还是建筑面积。而城市里面的出租的住房相对于城市几百万人口来说很少，同时房租也达到了</SPAN>1000<SPAN lang=ZH-CN>元人民币一个月。</SPAN>90%<SPAN lang=ZH-CN>以上的城市人实际上是解决不了自己的住房的。共产党人员会说，“让他们投亲靠友去。”于是住房和工作单位结合起来的户口这一关就将许多收入低于</SPAN>300<SPAN lang=ZH-CN>元一个月的人挡在门外，包括所有没有城镇户口的人。</SPAN><o:p></o:p></SPAN></FONT></FONT></P>

<P class=MsoNormal style="TEXT-JUSTIFY: inter-ideograph; MARGIN: 0in 0in 0pt; TEXT-INDENT: 23.75pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT size=3><FONT color=#000000><SPAN lang=ZH-CN style="FONT-FAMILY: SimSun">第二道关卡是“凡共同生活的家庭成员”，共产党的城市居民最低生活保障，以下简称低保，是以家庭为单位衡量的。按照中外的法律和道德，每个人的财产都是归本人所有，与他人无关，包括家庭成员。父母对子女只有抚养到</SPAN><SPAN style="FONT-FAMILY: SimSun">18<SPAN lang=ZH-CN>岁的责任。如果父亲收入</SPAN>3000<SPAN lang=ZH-CN>元人民币一个月，</SPAN>18<SPAN lang=ZH-CN>岁的儿子一分钱也没有，按照共产党的法律，这个</SPAN>18<SPAN lang=ZH-CN>岁一分钱也没有的人就不能领取低保。反过来也是一样。中共政府提倡的赡养老人也是推卸其实行退休金制度的责任。因为一个人工作几十年，领多少工资，缴多少税费，是和社会发生关系，而不是和他的子女发生关系，他的工资、缴的税费都不是他子女决定的。他的子女又要抚养他们自己的子女。所以按照公平的原则，一个人养他的子女就够了，而按照共产党说的，一个人既要养他的子女，还要养他的父母，于是现在共产党管区中年人活得很累。由于如前面说的，共产党实行的武力垄断经济，一手决定人民收入，一手决定人民支持</SPAN>/<SPAN lang=ZH-CN>物价，它就应该给城市人，农村人退休金。但是它用提倡赡养老人把责任推卸给百姓。在民主国家就没有这种要子女养父母的现象。</SPAN><o:p></o:p></SPAN></FONT></FONT></P>

<P class=MsoNormal style="TEXT-JUSTIFY: inter-ideograph; MARGIN: 0in 0in 0pt; TEXT-INDENT: 24pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT size=3><FONT color=#000000><SPAN lang=ZH-CN style="FONT-FAMILY: SimSun">我们看到在低保上，共产党采用同样的手法，就是首先要家庭成员承担其它家庭成员的生活，这当然没有道理。城市现在职工的平均收入是约</SPAN><SPAN style="FONT-FAMILY: SimSun">800<SPAN lang=ZH-CN>人民币一个月，那么家庭中的两个人中只要有一个人就业，剩下的一人即使没有工作也不能领取低保，如果一个三口之家中有一人工资达到</SPAN>1000<SPAN lang=ZH-CN>元人民币一个月，其它人都不能领取低保，哪怕他们十年没有工作，没有收入。那无业的家庭成员搬出去住，独立办户口能不能解决问题呢？按前面讲的，城市里住房很难，没有单位，共产党也不会给他们办户口。于是在家庭内部以前是</SPAN>A<SPAN lang=ZH-CN>希望</SPAN>B<SPAN lang=ZH-CN>有工作，涨工资，现在可能变成了</SPAN>A<SPAN lang=ZH-CN>希望</SPAN>B<SPAN lang=ZH-CN>失业，这样</SPAN>A<SPAN lang=ZH-CN>才能领到低保。现在还出现了为了领低报而离婚的情况。如</SPAN>2006<SPAN lang=ZH-CN>年</SPAN>1-3<SPAN lang=ZH-CN>月重庆市江北区南桥寺约</SPAN>30<SPAN lang=ZH-CN>对夫妻离婚就是为了其中一方配偶能领到低保，他们自己的说法是“离婚不离床”。我们看到凭以家庭为单位衡量低保这一条，共产党就将</SPAN>50%<SPAN lang=ZH-CN>以上应该领取低报的人挡在了门外，而这一条与人类通行的各人财产归己，与任何其它人无关的原则相违背。</SPAN><o:p></o:p></SPAN></FONT></FONT></P>

<P class=MsoNormal style="TEXT-JUSTIFY: inter-ideograph; MARGIN: 0in 0in 0pt; TEXT-INDENT: 24pt; LINE-HEIGHT: 150%; TEXT-ALIGN: justify"><FONT size=3><FONT color=#000000><SPAN lang=ZH-CN style="FONT-FAMILY: SimSun">可见，共产党给城市人的低保首先通过户口、家庭等规定将大部分收入低于</SPAN><SPAN style="FONT-FAMILY: SimSun">300<SPAN lang=ZH-CN>元人民币一个月的人挡在了门外，然后申请是层层过关，有名额限制，矛盾重重，难度超过申请一个普通的工作。共产党其实就是画张饼给百姓，骗人说现在城市人有了低保。再看低保金额一个月</SPAN>300<SPAN lang=ZH-CN>元人民币左右，在城市根本不够生活。房租一个月就是</SPAN>1000<SPAN lang=ZH-CN>元，其它的还不说了。而共产党的低保文件还说它制定的低保标准是考虑到了居民上学的。低保现在</SPAN>2007<SPAN lang=ZH-CN>年只是在城市有，未来共产党即使在农村也实行了低保，不过又是通过道道关卡给农村人画张饼。所以那些以为城市人有了低保的人可能觉得申请低保就是几分钟，一个镜头，但实际上每个申请人的经历都是一部电影，可能还是连续剧，有着太多辛酸的故事，而大多数人连当心酸演员的资格都没有。</SPAN><o:p></o:p></SPAN></FONT></FONT></P>
