在没有人权的中国，民众被投进文革，高考，无限物质，无限污染等一个又一个的角斗场。在1970年代到2010年代的高考角斗场里，我们学生每天学习13个小时，洒下了无数泪水。我刘蔚是个弱者。13亿人什么时候才能有自己的住房，医疗？什么时候才能不受高温，污染之害？什么时候才能快乐多过痛苦？实现土地权，福利权，表决权，现金权四项基本人权全民一人一份的民主公平的新中国，才能使13亿人脱离苦海，享有快乐。对于这四项基本人权，我们愿意13亿人一人一票进行表决，并估计赞成票会超过反对票，所以我们才讲出来。四项基本人权如下。
In China, where there are no human rights, people are thrown by the high Communist officials into the battlefields one after another. From the 1970s to the 2010s, in the battlefield of the Entrance Examination to College, we Chinese students study 13 hours a day to survive that exam and shed many tears, with faint hope to make a living. Less than 2% of people can make a living on his own. When can 1.3 billion Chinese people have our own house, our own medical care? When can we Chinese people free from the 100 degrees heat waves and the pollution? When can we have enough time for chess, mahjong, classics books and other good things that give happiness to ourselves and other people? In the 2010s, living in China one day is equal to have a pack of cigarette. The solution is to build up a fair, democratic new world, including a fair, democratic new China. Any human is entitled to the 4 Fundamental Human Rights including the land right, the welfare right, the decision-making right and the cash right. For the 4 Fundamental Human Rights, we are willing to have a universal vote and reckon that the pros will be more than the cons. So we bring them forward in the following.
1． 土地权：满18岁的每位成年人拥有老天给他生存的2000平方米的土地去生存，包括建房，种地，死后不遗传，交还民选政府由后来满18岁的人领取，一人一份。
1. The Land Right: Every person reaching 18 years old is entitled to have about
half an acre of land given by God for him/her to live, which let any person
build their house and plant crops for food. The land does not pass down to
one’s children when one dies, but return to the people-elected government
for other people to have who reaching 18 years old later. One person, one
portion.
2． 福利权：占用了老天给民众生存的土地的政府有责任给每人提供住房，食品，教育，医疗四项生存福利，一人一份。如果公民自己已解决，则不再从政府领取。
2. The Welfare Right: Any government that has used the land given by God for people to live has the responsibility to give every person the 4 living welfares of housing, food, education and medical care, one person, one portion. If one has solved it by oneself, then one does not get that kind of welfare from the government any more.
3． 表决权：法律，政策，如企业税率，政府预算分配比例，全国应有多少万军队，学生一天上多少节课，应由民众一人一票表决，决定是否实行。不要再谈什么社会主义，资本主义，左派，右派，人类只该有一个主义/派别，就是全民一人一票决定国家的法律，政策。实践本身不会说话，经历了实践的民众一人一票的表决才是检验真理的唯一标准。
3. The Decision-Making Right: All the laws and policies like the tax rate, the government budget, how many divisions the armed force should have, how many classes the student should have a day, should be all decided by people’s vote, one person, one ballot, to decide whether to enact. Don’t talk about socialism, capitalism, left or right any more. Mankind should have only one doctrine. That is all people decide the law and policy of a country by our universal vote. Experience itself cannot talk. The universal vote by people who has experience is the only criterion to decide whether an opinion is truth or fallacy.
4． 现金权：属于民众的现金应该全民一人一份。如一年民选政府收到海内外捐款2600亿元给中国民众，此款就应在13亿人中平分，每人该年应获得2600/13=200元。
4. The Cash Right: The cash that belongs to all people should be divided evenly among all the people, one person, one portion. For instance, if one year the people-elected government receives the total donation of 260 billion dollars inside and outside China for Chinese people, then this amount should be divided evenly among the 1.3 billion Chinese people, and every Chinese that year should have 260/1.3=200 dollars.
实现四项基本人权后，每人每天平均工作/劳动1小时就能解决住房，食品，教育，医疗四项物质生存，而不会象进行文革，高考，无限物质等各种角斗场的中国，绝大多数人每天工作/劳动8小时，干8辈子也难以解决1辈子需要的住房等四项物质生存，强盗，娼妓遍地。
After realizing the 4 Fundamental Human Rights, every one will be able to solve the 4 material living of housing, food, education and medical care by working or laboring 1 hour per day on average. And people will no longer be thrown into the battlefields of the Cultural Revolution, the Entrance Examination to College, Endless Material Production, in which over 90% of people work 8 hours per day for 8 life spans and still unable to solve the 4 material living like housing, and gangsters and prostitutes are everywhere in Communist China.
那些反对我们观点的人恨不得把词典里所有的贬义词都加在我们公友/觉醒人士/普通百姓身上，但他们从来不愿意民众就他们的观点或我们的观点进行一人一票的表决，而我们是从来愿意进行这样的表决的。这样各位就知道谁是自欺欺人，谁是真诚为民的了。凡是大部分赞成我们四项基本人权观点的人，我们相互称为公友/同志/觉醒人士/民.主人士/普通百姓，就象棋友，牌友，书友一样，不需要登记。不要指望你，我的任何言行能改变本市，乃至全国的状况，如果那样指望，我们简直连象棋，麻将，人权，名著，甚至吃饭，睡觉都不该进行了。哪怕你下一辈子棋，全市的棋艺多半不会因此提高。我们做这些都是各人自身的需要。民主人权，宗教信仰，象棋，麻将，名著，围棋，乒乓球，羽毛球是人类八项优秀活动，因为它们基本上不消耗物质，不污染环境，不伤害他人，就给自己，给别人带来了快乐。
Those who oppose us want to or have put all the negative words from the dictionary upon us human rights activists/awakening people/common people, but they never like people to have a universal vote upon their opinion or our opinion, and we always like people to have such vote. Then people can tell who are lying and who are serving the people honestly. For those who largely agree to our 4 Fundamental Human Rights, we call each other human rights activist/comrade/awakened people/common people, which is like the chess friends, the cards friends, the book reading friends, no need to register. Do not expect to change the situation of a city, even a country by any action or words from us. If we have such expectation, we truly cannot do anything in our life. We cannot have activities of chess, mahjong, human rights, masterpieces, even eating or sleeping. For instance, even if you have activity with chess for your entire life, the chess skill of the city you live in is unlikely to enhance a little. We having these activities is for our own need. Democracy/human rights, religion/faith, chess, mahjong, masterpieces, go, ping pang, badminton are 8 outstanding activities of mankind. Because they almost do not consume any material/wealth or pollute the environment or hurt people, and meanwhile they bring happiness to oneself and other people as well.
1990年代以来中共媒体宣扬的人主要追求的该是物质/财富是对人的巨大误导。古今中外的历史/民众都不肯定富豪，肯定的是主要追求民主，人权，公平等美好精神的人。如上所述，在一个有民主，人权的社会里，住房，吃饭根本不会是问题。吃饱了饭干什么？这才是各位，13亿人需要思考的问题。如果一个人一生主要就追求物质/财富，那他/她一生最终的结论就是这样，“此人消耗了多少平方米住房，多少吨猪肉，多少吨大米，多少吨汽油，一生没有任何推进民主，人权，公平的进步言行。”各位希望自己一生这样过吗？真的要把自己降低到主要追求物质，感官刺激的动物状态吗？大法弟子说得好，“我们就是要做个好人。”做个好人，这就对了。八九民.运好，好就好在它主要追求的是民主，人权等美好精神，而不是学生们联合起来成立公司去挣钱。我们赞成用蓝色作为追求民主/人权的颜色。挣钱吃饭，解决物质只该是人生一小部分，大部分该追求美好精神。一个不讲民主，人权，公平的社会还叫什么人的社会？
Since the 1990s, it has been a big misleading for Chinese Communist media to say that the major significance of human life is for material/wealth. History/people from past to present in the world do not praise the rich people at all, and praise those whose life mainly pursue the good spirit like democracy, human rights and fairness. As mentioned above, in a society with democracy and human rights, housing and food will not be a problem at all. What we do after meal? That is the major question for people. If one’s life mainly pursue material/wealth, then one’s life conclusion will be like this, “This person has consumed how many square feet of housing, how many tons of pork, how many tons of rice, how many tons of gasoline in his life, and has never had any words or action to promote democracy, human rights and fairness.” Does any one want to lead a life like this? Does any one that truly wants to degrade to the animal that mainly pursues material, sensory stimulation? Falun Gong believers say well, “We just want to be a good person.” That’s right, to be a good person. The 1989 Democracy Movement in China is good because it mainly pursues the good spirit of democracy and human rights, and it does not unify the students to form up some company to make money. We agree to use blue as the color for democracy and human rights. Making money or to solve the material problem is only a small part of human life. People’s major life goal should be for good spirit. How can a society that seldom sees democracy, human rights and fairness be called a human society?
现在2013年，中国的前途肯定取决于民心。民心向悖是事业成败的关键，这是颠扑不破，千真万确的真理。如果多数人还是想着春节怎么给官员送礼，怎么成为官员，那不是让专制腐败的制度继续吗？如果多数人象我刘蔚这样，主要追求的是民主，人权，公平等美好精神，那13亿人的什么权利今天就实现了，这一点各界人士都不会怀疑。而成为我这样，不需要任何物质，我身子弱，钱也少，成为我或者说中国实现民主公平，需要只是民众的精神/思想。就我们的日常生活而言，过多的物质不但不带来好处，还带来坏处。100平方米以上的住房并不能让人睡得更好，每天去餐馆并不能让人更健康，化妆美肤品多半让人老得更快。同时任何物质都会带来能源消耗，环境污染。人的身心健康根本上靠人美好的精神追求。需要怎样的人生，就看各位，13亿人自己选择了。
Now 2013, the future of China will be definitely decided by Chinese people’s desire. People’s will/desire is the decisive element in any event, which is a truth that has been testified many times. If most Chinese still think of how to give gifts to the officials in the holidays, how to become an official, then that just lets the dictator’s corruptive system continue; if most people are like me, Wei Liu, mainly pursue the good spirit of democracy, human rights, fairness, then 1.3 billion Chinese people should already have all the rights we deserve by now, and nobody from any party doubt it. To become a human rights activists like me does not need any material/wealth. I’m physically weak and have little money. To become me or China realizing democracy and fairness only needs people’s spirit or idea. As for our daily life, extra material/wealth does not benefit us at all, and harms us. The house over 1,000 square feet does not let one sleep better; every day eating in the restaurant does not make one healthier; cosmetics are more likely to make one older. Moreover, any material will bring energy consumption and environmental pollution. One’s physical and mental health mainly relies on one’s pursuit for good spirit. What kind of life a person wants? That is a fundamental question for Chinese people, for people in other countries as well.
欢迎各人员，各媒体刊登，转载我刘蔚的各篇文章。不必有任何顾虑，既然我们相信全国人民对于上述四项基本人权，赞成票会超过反对票，那么在中国的任何上百万人的团体，不管它叫什么党，什么派，情况都会是这样。同时中共媒体报道哪里有袭击，骚乱了，或者军警到哪里去平息，保卫了，就是那里的民众起.义了。它还把不同意见说成造谣。明知是这样而有意说成别样才是造谣。一个人真心相信任何信息，无论信息真假，均不是造谣。假改革必然带来真革命。各位，13亿人，现在可以成立3人左右的小组，这样行动当时基本上能不吃亏。普通百姓实在没能力，没本事了，总可以在街头喊，“我这里宣布成立中国民主政府，成立中国民主政府！”
Every person, every media are welcomed to publish, to spread my articles. People shouldn’t have any worry. Since we believe among Chinese people there are more pros than cons for our 4 Fundamental Human Rights, then any entity having over 1 million people in China, no matter what party it is, it will have the same result. Meanwhile, whenever the Communist media report assault or chaos happen somewhere or troops get sent somewhere for protection in China, it is that people there launch out uprising. The regime often labels the different opinion as rumor-making. Only one speaking other than he believes is rumor-making. If one truly believes any information regardless of the information is true or false, it is not rumor-making. An unreal reform will absolutely lead to real revolution. Every one of the 1.3 billion people in China now may form a group about 3 people so that we may protect ourselves better during an action. Even if we common people are unable to do anything, we can always shout on street, “Now we declare to form the Democratic Government of China, to form the Democratic Government of China!”
周围人听见是多么大的震撼力。这个震撼力来自民心。中共高官所谓的待遇/好处只是抢你10元，还你2元，然后把那2元给你的优厚待遇。什么是我们生活好坏的标准？每人每天平均工作/劳动1小时就能解决住房，食品，教育，医疗全部四项物质生存才是标准。满18岁的人中平均每天工作2小时以上还有四项中的任何一项不能解决的，都是被这个政权严重压榨的，包括农人，工人，学生，失业者，团级以下军警，网警，城管，教师，五毛，国保，支部书记等等。在中共掠夺全民土地，掠夺全民住房等生存福利的抢人制度里，只有占人口不到千分之一的局长们及其子弟是得利的，他们日进斗金，2010年代占有中国99%以上的财富，而中国99%以上的人占有中国1%以下的财富，挣扎在死亡线上。2000年以来中国每年200万人自杀。中国历代民众每人有上万平方米的土地，住房，食品没有问题。中共掠夺全民的土地，住房等福利，用西方马列代替中国传统，它带给民族的不是进步，而是倒退；不是幸福，而是苦难。中共政权/高官才是中国唯一的反动派，反革命，汉奸。今天2010年代每一位满了18岁还不能解决自己住房等四项生存的一项或多项的人都是它害的。
What tremendous influence it will have upon people around. And such influence is from people’s heart. The so-called benefit to people by the high official is just the high official taking 10 yuan from you and return you 2 yuan, and call that 2 yuan as your benefit. What is the life criterion? It is one can solve all the 4 basic livings including housing, food, education, medical care by working 1 hour per day. Those adults who work over 2 hours per day and still cannot solve 1 or more items of the 4 basic livings are all severely robbed by the regime. Those victims include the peasants, the workers, the students, the unemployed, the soldiers and police below regiment officer rank, Internet police, city kickers, the teachers, the Internet talkers paid by the regime, the security officers, the party branch secretaries and etc. In the robbery system in which the Communist regime robs all people of the land and the welfares like housing, only the bureau directors and their relatives holding less than 0.1% of the whole population can benefit. They grab tons of money. In the 2010s, they possess over 99% of the wealth in China, and over 99% of the population possess less than 1% of the wealth in China, floundering at the verge of death. Since 2000, every year 2 million people in China commit suicide. In the several thousand years of Chinese history, every Chinese has over 2 acres of land, having no problem with housing or food. The Chinese Communist regime robs all people of the land, the welfares like housing, and replace Chinese tradition with the foreign Marxism, which has brought to Chinese nation not progress, but retrogression; not smile, but tears. The Chinese Communist regime/high officials are the only reactionary, anti-revolutionary, traitor in China. Now in the 2010s every one reaching 18 years unable to solve one or more items of the 4 basic livings like housing is seriously harmed by such a regime.
2010年起，中国革命的时机成熟了。我们完全可以与人谈起义的事情。中共在一个县/市就县委，公安局两幢政权楼，拿下/摧毁，降下红旗，升起蓝旗，通电全球，就是完整意义上的起义。那必然带来震天动地的影响，主要参与者必然是民族英雄。手无寸铁的上千民众可以办到。就说2012年，在四川什邡，四川泸州，重庆万盛，浙江宁波，江苏启东等地，当地上万手无寸铁的民众起来攻占或瘫痪了当地的政权，高官从外地调兵去弹压表明当地的县/市政权已瘫痪了。2008年杨佳一个人一把刀几乎攻占了上海闸北区，相当于一个县的公安局楼，他是民族英雄。要是老百姓有10来把枪，一个突袭，可能省会城市都能拿下来。2000年代以来，中国民间估计有上百万支枪。我们，13亿人，完全有理由，有信心地给各行业人员谈起义的事情，完全有理由将中共团级以下的人员争取到我们这一边来。高官中也有人赞成我们。首先起.义的人有权指挥周围的人，首先起.义的地方/部队有权指挥其周边的地方/部队。望各位广传这两项起义主张，也就是两个“首先”。只有解放全国人民，才能解放我们自己。实现四项基本人权，我们每个人都能安居乐业。这是武力革命。和平革命，与武力革命一样2000年以来已经由民众实行多次了。和平革命包括在家革命，使用蓝色，罢.工，罢.课，游.行，散步，集会。我们这里提议每个周末，星期五，星期六，星期天，三天13亿人进行各种形式的和平表达，地点是960万平方公里的中华大地。我们说的是每个周末都可以考虑参与，而不是每个周末都参与。武力革命，和平革命都是进步，这是一场中国人从没有家园到有家园，从没有民主人权到有民主人权的伟大的中国全民大革命。
Since 2010, the condition for the revolution in China has matured. We absolutely may talk with people about uprising. That regime just has 2 buildings in each county or city, the Party Building and the Police Building. We take it or destroy it, drop the red flag, raise our blue flag, broadcast to the globe, which will be a full uprising and will produce gigantic influence. The major participants will be the national heroes. People being over a thousand without a knife can do it. Just in 2012, in Shifang, Sichuan Province; Luzhou, Sichuan Province; Wansheng, Chongqing; Ningbo, Zhejiang Province; Qidong, Jiangsu Province, there were over 10,000 people in each of the places without a knife and took over or paralyzed the county/city regime there. That the high official deployed troops from other places to there shows that the local regime is paralyzed. In 2008, Jia Yang, only 1 person with 1 knife, and he almost occupied the entire Police Building of Zhabei District, Shanghai, which is equal to that of a county. He is a national hero. If people have about 10 guns, by a sudden assault, people may even occupy a province capital. Since the 2010s, in the civilian society of China there are probably over 1 million guns. We, 1.3 billion Chinese people absolutely have the reason and confidence to talk with people from all walks about the uprising and absolutely have the reason to show people under the regiment officer rank to be on our side. There are high officials on our side as well. Anyone begins uprising first has the right to command people around him/her; county/city or troops who launch out uprising first has the right to command the county/city or troops adjacent to them. We wish people to spread the two uprising views to more people, which is the two “first.” Only when we liberate all the people in China, can we liberate ourselves. Each one of us should have the livings and happiness once we realize the 4 fundamental human rights in China. This is the forceful revolution. Like the forceful revolution, the peaceful revolution has been practiced by people many times since 2000. The peaceful revolution includes staying at home, using blue color, stopping working or schooling, walking on street, gathering. Here we propose every weekend, Friday, Saturday and Sunday, these 3 days may be used by Chinese people for all kinds of democratic expression, and the location is the entire China. The forceful revolution and the peaceful revolution are all for progress. This is the Grand Universal Revolution of China in which every Chinese moves from having nothing to having the homeland, the democracy and the human rights.
如果靠多打人，多发枪就能解决或缓解中共政权所谓的稳定，那它所谓的稳定早就不是问题了。毛泽东时代就害死了8千万中国人，包括1959到1962三年饥荒饿死了4千万人。邓小平及其以后，2000年以来中国每年是320万人非正常死亡，包括每年因环境污染死亡的60万人。2000年以来中国的4亿信仰民众长期被打压，包括1亿基督徒，1亿法.轮功学员，2亿佛教徒。98%以上的中国人靠自己解决不了住房，食品，教育，医疗四项生存的一项或多项。2009年2万多名中共营团职复员军官上访北京总政治部，说8万元人民币复员费不够他们生存。中共魁首就是把中国人杀得只剩7名中央常委了，其面对的问题不会更小，只会更大。所谓群体性事件就是500人以上参与的进步事件，1993年中国的群体性事件是约1万起，2010年代中国每年群体进步事件是30万起以上。
If by striking more people or giving out more guns to its personnel, the Communist regime can solve or alleviate its so-called problem of stability, then its stability wouldn’t be a problem at all. From 1949 to 1976 in Mao’s era, 80 million people were inflicted to death, including 40 million starved to death in the three famine years from 1959 to 1962. From 1978 to now 2013 in Deng Xiaoping and his successors’ era, since 2000 every year 3.2 million people die abnormally in China, including 600,000 die from pollution every year. Since 2000, 400 million Chinese believers have been oppressed by the regime, including 100 million Christians, 100 million Falun Gong believers, 200 million Buddhists. Since 2000, over 98% of Chinese people cannot solve one or more items of the 4 basic livings of housing, food, education and medical care. In 2009, over 20,000 veterans of battalion or regiment rank officers of the Communist military demonstrated in the Political Headquarter of the Communist military in Beijing, saying the 80,000 yuan, about 14,000 U. S. dollars of separation pay is not enough for them to survive. Even if the Communist president kills all Chinese with only the 7 highest officials left, the problem facing them will only be bigger, not smaller. The so-called group event is that over 500 people participating in to promote democracy and progress in China. In 1993, there were about 10,000 group events in China; in the 2010s every year in China there are over 300,000 group progressive events in China.
在其它国家，师长都是将军，美国是二星将军，而在中国才是大校。说明这个政权对于师长都是不信任的。军警平时也没有子弹，只有执行任务时才有。2013年中共政权有约350万军队，包括100万武警，多以旅为单位驻军。它的兵力超过美俄兵力的总和，美军是约150万，俄军是约110万。1个旅约5千人，1个旅是2个团。就是说即使1个县/市只驻1个旅，它最多在全国700个县/市有驻军。而高官并非在全国平均驻军，而是重点驻军，如在张家口一市就驻有约4个旅的兵力，银川一市就有2个旅的兵力。而全中国是约3600个县/市。估算一下，高官在全国80%以上的县/市是没有驻军的。
In other countries, the division commander is definitely a general. In America, he/she is a 2-star general, but in China the division commander is just a big colonel. This means the Communist regime even does not trust its division commanders. The soldiers and police do not have ammunition in daily time and only have them when there is a mission of action. In 2013, that regime has about 3.5 million troops, including 1 million military police, and mostly stations its troops by the unit of a brigade. Its troops exceed the total number of that of the United States and Russia put together. U. S. military has about 1.5 million soldiers and Russia has about 1.1 million soldiers. 1 brigade has about 5,000 soldiers, equal to 2 regiments. This means that even if the Communist regime stations only 1 brigade in a county/city, it can only station troops in 700 counties/cities of China. Meanwhile, the Communist regime does not station or deploy its troops evenly in the country, but stations them unbalanced. For example, 4 brigades are stationed in Zhangjiakou, Hebei Province and 2 brigades are stationed in Yinchuan, Ningxia Region. And, China has about 3,600 counties/cities. It is reasonable to reckon that in over 80% of the counties/cities in China, that regime has no troops.
各位，人生在世，难道我们消耗一通粮食就走吗？想想1949年以来上亿中国人就这么死了。我们要与他们一样吗？只要我们能在一个县/市进行一场完整意义上的起.义，必然名垂青史。是我异想天开吗？就是2012年，在四川什邡，四川泸州，重庆万盛，浙江宁波，江苏启东等地，当地上万民众已经攻占或瘫痪了当地的县/市政权，物质上已经完成了起义，只需要讲一句话，“我现在宣布成立中国民主政府！”就是完整意义上的起义了。那样我们就可以谈什邡起义，泸州起义，万盛起义，宁波起义，启东起义了，我如果是当地百姓，我会感到无比自豪，算是起义民众的一员了。这里我们呼吁海外有识之士制作宣布成立中国民主政府的宣言短片，片中宣言发言人表示愿意中国任何人播放，传播宣言短片。海外人士把它放到互联网上，这样国内起义人员只需播放这样的宣言短片，就实现完整意义上的起义，减少国内人员的风险。其它国家，中国历代的政权都只到县一级，中共高官要在镇一级也设置政权机关。那好，民众拿下，摧毁或瘫痪中共镇一级的政权也是起义。13亿人是一样的泪，一样的痛，全球民主资源共享是完全应该的。
Everybody, for the life we have, are we just consuming tons of food and then die? Think about over 100 million Chinese died that way since 1949. Are we going to be the same as them? Once we can launch out an uprising in a county/city, we will be praised in history. Is this just a whim of me? Just in 2012, in Shifang, Sichuan Province, Luzhou, Sichuan Province, Wansheng, Chongqing, Ningbo, Zhejiang Province, Qidong, Jiangsu Province and etc, over 10,000 people in the respective local county/city occupied or paralyzed the local Communist regime, which already fulfilled the uprising materially, and only need to broadcast one sentence, “Now I solemnly declare to form the Democratic Government of China!” Then it will be an uprising in full sense.
