《道德經 - Dao De Jing》
60 治大國若烹小鮮。以道蒞天下,其鬼不神;非其鬼不神,其神不傷(谐音:上)人;非其神不傷(谐音:上)人,聖人亦不傷(谐音:上)人。夫兩不相傷(谐音:上),故德交歸焉。
61 大國者下(意:低;谐音:帝)流,天下(意:低;谐音:帝)之交,天下(意:低;谐音:帝)之牝。牝常以靜(致;之)勝牡,以靜為下(意:低;谐音:帝)。故大國(明【名】确地至【之】于)以下小國,則取小國;小國(明【名】确地至【之】于)以下大國,則取大國。故(明【名】确地)或下以取,(明【名】确地)或下而取。大國不過欲兼畜人,小國不過欲入事人。夫兩者各得其所欲,大者宜為下。

(Occupying the throne)
60 Governing(Nicely governing) a great state is (a bit) like cooking small fish.
Let the kingdom be governed (exceedingly) according to the Dao('s justice), and the manes of the departed will not manifest their (extra spiritual power)spiritual energy. It is not that those manes have not that spiritual energy, but it will not be (engaged to actually injure man)employed to hurt men. It is not that it could not hurt men, but neither does the ruling sage (exactly disable powers that be)hurt them.
When these two do not injuriously affect each other, their good influences (join and merge in the respectability)converge in the virtue (of the Dao).
(The attribute of humility)
61 What makes a great state(Just what makes a exactly big nation) is its being (like) a low-lying, (bring -) down- flowing (stream); - it becomes the centre(turns exactly into the heart) to which tend(join) (all the small states) under heaven.
(To [exactly] illustrate from) the case of all females: - the femalealways (brings under control)overcomes the male by her stillness. Stillness may be considered (a sort of) abasement.
Thus(That being so) it is that a (extra big nation)great state, by condescending(just caring) to small states, gains them(exactly gains them a lot) for itself; and that small states, by abasing themselves to a great state, (actually) win it over to them. In the one case the abasement leads to gaining adherents, in the other case to (exactly) procuring favour.
The great state only wishes to unite men together and nourish(join men in the same place and sustain) them; (an exactly little nation)a small state only wishes to be received by, and to (do something for the other)serve, the other. Each gets what it desires, but the great state must learn to abase(study to bring low) itself.
