揭上海医院草菅人命黑幕：（一）上海卢湾区香山中医院院长康正祥的"七宗罪"（中英文）

史上最牛的中医院长即现上海市卢湾区香山中医医院院长康正祥（以下简称康），他七罪缠身,却被评为全国中医医院优秀院长。

      The most arrogant present president in China’s history: Kang Zhengxiang, Shanghai Xiangshan Chinese Traditional Medicine Hospital, Luwan District, Shanghai. In spite of the fact that he has been charged with seven sins, he has been even awarded the Outstanding President of the Chinese Traditional Medicine Hospital. 

    康迫害职工陈芙芬，市府特发文指出康的错误，但康拒不改错，恶意继续迫害陈芙芬。康害死农民工张荣才，法院已判决康过错致张荣才死亡。康不仅未受任何处分，反而利用职权把张荣才案的代理人赶出医院。康为了霸占医院内唯一的一辆轿车，不惜撕毁合同，令高级驾驶员叶某某无证烧锅炉。叶司机不服就扣他奖金，令他去管污水。康已把香山中医院变成他为王的独立王国……。

        Kang once persected Chen Fu Fen, one of the workers of the hospital who couldn’t avoid his constant persecution even after the city government issued a document which pointed out that Kang's special errors; Kang even killed Zhang Rongcai, one of the migrant workers, whose death has been decided the fault caused by Kang according to the court. The seven deadly sins do not just stay in the terrible evil of religious dogma in the West or the Oscar film. There goes such a highly respected president of the National Outstanding Chinese medicine hospital, who has committed under the seven deadly sins that are absolutely among the best, at the same time when he is in the spotlight and surrounded by the flowers and plenty of honor!   Sadly, he still continues his seven crimes, or even eight crimes, the crime of ... ...while enjoying being loved by the leaders and the people.

罪行1 违反法规;草菅人命；

康领导下的二级甲等中医院虚有其名，他断然拒绝购买按文件规定的抢救病人必备的医疗抢救设备（呼吸机及心脏除颤机等），该院已有近300位死者在病危时未获常规的心肺复苏治疗，犯有严重医疗不足的错误，至今拒不购置呼吸机。心脏除颤器虽已购置，但许多医师都不会使用。该中医院仍在草菅人命，令人愤慨。

      Crime 1 Violations of laws and regulations; Disregard for human life; 
      The two A-level hospital of Chinese medicine, which is under the leadership of Kang, has just existed in name! Owing to the fact that Kang categorically refused to purchase the necessary medical rescue equipment (breathing machine and heart defibrillators, etc.), nearly 300 patients were killed when they needed the urgent treatment, which definitely brought about serious medical errors. So far, although the heart defibrillators have been purchased, many medical staff are still unable to operate and the purchase of breathing machine is still in the air. It is indignant that there are still more human lives at risk in this hospital.

罪行2 对抗上级，新造伪证;

2004年8月，市卫生局曾指示康组织专家讨论该院发生的李卫平（原中纪委刘丽英副书记爱子）等8条人命的讨论会，康不仅拒不执行，甚至不惜制造新伪证。企图永远掩盖李卫平死亡真相。（李卫平患急性心肌梗塞（suffered from acute myocardial infarction）跌倒于地时值班医师王凡视非医护人员的病友连拖带拉致死）恶意又刻意地侵犯刘丽英等亲属们的知情权、赔偿权及公平公正等权利，更是对社会公平正义的侵犯。

       Crime 2  Fight against the senior; Make up new perjury;
In August 2004, Municipal Health Bureau had instructed the health experts to investigate into the lives of 8 in Kang’s hospital. But Kang not only refused to implement, and even created new perjury at any cost. In an attempt to cover up forever the truth of Li Weiping ( the son of Liu Liying, the former deputy secretary of the Central Discipline Inspection Commission), Kang maliciously and intentionally deprived the relatives concerned of the right of being informed, being reparation and the right of being treated in a fair and impartial way, which is also a violation of social equity and justice.

罪行3死亡事故，愈演愈烈;

知错能改，善莫大焉。然而这位院长同志却全然不顾众多本着救死扶伤基本医德的众多老专家们的劝阻，无视相关权力机构的指示，甚至法院的相关判决，依然我行我素，对过错不反省，不整改，继续瞒报死亡事故。有隐患，有惨剧！在该院，半年中仅30张病床的中医内科病房中，曾发生2死一伤的严重医疗事故，死亡惨剧愈演愈烈。如把活人作为死人送入停尸箱，发展到用加重病情的西药把高血压脑出血的病人置于死地。从值班医师脱岗死人，发展到临阵脱逃死人及值班医师去睡觉放任危重病人死亡。

Crime 3  Fatal Accident Intensified;
It’s great to correct when knowing where it is wrong. The president, however, has completely ignored plenty of advice from the experts who are in line with the basic life-saving medical ethics, the instructions of the relevant authority, and even the Court's related decision. Instead, this president still behaves in its own way and even whoever has ever put forward anything against him is doomed to be put in a difficult situation, which has ever aroused public anger. Where there are hidden dangers, there is a tragedy! In the traditional Chinese medicine hospital with only 30 medical ward beds, two deaths and one injury serious medical accidents have occurred in half a year and more tragedy are still on. For example, once the living was sent into the morgue box as the dead; speed up one’s death by increasing the blood pressure of one suffering from high blood pressure with western medicine……
罪行4 丧尽天良，害死工人;

每一个生命都是值得尊重的，身为全国优秀中医院长的康更应该理解！康令农民工张荣才1人作3人工作，24小时连续值班1年余（期间有14人揭发康违反劳动法，上级组织批评康但康不予理睬）。因过劳于2006年3月在工作岗位上发生高血压脑出血伴昏迷。在面对该院一位勤勤恳恳的农民工因连日加班，生命垂危的躺在他面前时，非但没有对张荣才实施现场抢救，也不送他到近在咫尺的瑞金医院进行抢救，而是指使王凡副主任医师把张荣才关在小房间内不让任何人进入，康与王凡两人采取加速其死亡的相关处理致46岁的张荣才死亡。事后，编造病史，隐匿病史，企图毁灭证据，并造假诊断称该民工为“酒醉”死亡！！！虽后经司法部门介入，判定是康过错致死，然而康利用职权逃脱承担任何经济赔偿或行政处罚，逍遥法外，民愤难平！

        Crime 4 Utterly devoid of conscience；Murder the innocent worker
        Every life is worthy of respect, as the president that ever won the National Outstanding Chinese people should understand that better! However, in March 2006, in the face of a diligent migrant worker lying before him, whose life was in danger due to several-day overtime work, the cold-blooded president not only failed to implement the scene of the incident or send the poor worker to the nearby Hospital Ruijin to be saved, but ordered nurses to take ‘special treatment’ to speed up the worker’s death.  What’s even worse, after the incident, the president also destroyed all the evidence, and even made up for the false diagnosis of migrant worker’s death as "drunk" Death! ! ! Although the post-intervention by the judiciary has determined that it was the fault of the hospital, but the president used his power to escape any financial compensation or administrative punishment! How can such a Devil survive?
罪行5 贪得无厌，道德泯灭;

见钱眼开！无视2008年最高人民法院发布的关于“开单提成，收受医药产品销售方以各种名义的回扣，均以受贿罪处理”的相关规定，康顶风作案，在院内签发文件大搞开单提成，并以各种名义收取药厂赞助费等各种贿赂！2006年4月28日，乘医院搬迁之际，康勾结外来人员50余人，动用40辆三轮车，卡车等运输工具，有组织地进行哄抢医院财物的勾当。并且把十分重要的2000多斤历年医院财务账册，凭证等全部掠走，从而毁灭了侵吞国有财产的犯罪证据。在医院的各种基建工程中，他贪污各种款项，并且贪污医院冬令进补膏方利润30%-50%，皆厚颜无耻地统统纳入私囊！康还从欺凌退休老人中谋私利，把老人们过春节的节日费用由500元减为200元，而康本人却拿2万元，相差100倍；并且取消了退休老人每年一次的旅游福利，他自己却游走俄罗斯、日本等地。他曾恶狠狠地狂吠道：“什么人走茶凉，你们退休了，连凉茶也别想吃！”更可恶的是康竟然还以贩卖假药（已被相关部门查处）的方式来谋私利！

        Crime 5  Greedy, No Morality;
        Can Money really be everything? Ignoring relevant issue of the 2008 Supreme People's Court, which is about that accepting a variety of pharmaceutical products on behalf of the seller's commission is the relevant provisions dealing with bribery, the greedy president vigorously charged drug companies or sponsor a variety of corruption charges under various names! April 28, 2006, by the occasion of the relocation of the hospital, Kang colluded with more than 50 foreign workers, using 40 tricycles, trucks and other means of transport, organized to carry out looting the hospital property dealings. And about 2000 kilograms important hospital annual financial books and vouchers were all looted, thus destroying the evidence of misappropriating state property crimes. Simultaneously, the president’s private gold bank is becoming bigger and bigger! Kang is also bullying retired people by cutting the cost for the New Year holidays from 500 yuan to 200 yuan less, while Kang himself takes 2 million yuan per year, a difference of 100 times! And on one hand, he abolished the retired’s annual travel benefits, he himself were busy visiting Russia, Japan and other places in the name of business! He once ferociously barked: "it’s said that the herbal tea becomes cold after you leave. That’s wrong here! Since you have retired, even herbal tea will never be served in my hospital!" What’s worse, Kang even attempted to profit by selling counterfeit which has been investigated and dealt with by authorities concerned! )

罪行6 顺康者猖，逆康者亡！

有钱能使鬼推磨！这个魔鬼院长不仅贪财贪权，而且还以君王自居，在中医院里容不下任何与他的私欲不和谐的声音，多次以不同方式迫害有正义感的医务人员和员工。如他命令西药师去无证烧锅炉；对病房实施优汰劣胜，即消灭医院高雅萍（医院唯一的经区卫生局5年培养的学科带头人）领导的中西医结合病房；归属死亡事故不断发生由王凡任主任领导的中医内科病房；同时康为了培养亲信，把10余人的后勤组封任了3位主任（一正二副），把一位亲信中医师调到西医内科门诊工作，公然违反执业医师法，甚至不分青红皂白，纵容包庇助纣为虐的下属。就算是与李卫平、张荣才2条人命事故有直接因果关系的王凡主任 亦能在其护荫下平步青云，批准她晋升主任医师，甚至被评为优秀共产党员！为我们的党，为我们医疗单位悲哀！他还把已退休的一贯剽窃、作假的吴云定请到医院里成立吴云定工作室，并在香山中医院向外宣传的资料上把该院创办人施维智老先生的照片取走，由吴云定的2张照片所取代。

        Crime 6 Spoil those who submits; Perish those who opposes!
Money makes the mare go! The president is not only greedy for money and power, but also self-proclaims the monarch of the Chinese Medicine Hospital where he can not tolerate any discordant voices against his desires. Meanwhile, one who obeys his order could achieve a lot even with an ugly record of severe medical accidents. Oh, Jesus!

罪行7 心狠手辣，10个消灭!

    康宣称是学者出生，貌似尊重科学，尊重人才。然而请看他为了打击报复曾规劝他的诸多专家们所犯下的不可饶恕的10大“消灭”罪行吧！康实施了10个消灭（请见下述），导致医院年年亏损，并实施过度检查、过度医疗来榨取民众的血汗钱，曾反复被市医保局罚款，被解放日报点名批评，康已使医院完全丧失了二级甲等中医院标准，然而收费却丝毫不含糊: 挂号费、治疗费、药物费等均按二级甲等标准收费。公然诈骗民众的救命钱无数，天理难容！

消灭1. 消灭急症室：急诊室是医院综合实力的标志，是二级甲等医院必备的条件。

消灭2.消灭大黄研究室：该室成立时国际大黄学术研讨会秘书长荷兰大学勃里默教授特来祝贺，林延源局长剪彩，该室成立后负责筹办了三次全国性大黄学术研讨会，参办了国际大黄学术研讨会，该室创制成功一种国家三类新药，三种国家保健食品，出版专著8本，发表论文100余篇，获得部市级科技成果1-3等奖4项，厅局级奖8项，拍摄科教片1部，电视专题片2部。

消灭3.消灭伤科研究室：施维智老先生（简称施老）首创的施氏伤膏已不生产，真正的施老学生被排斥在外，由一贯弄虚作假、剽窃吴胥昭等三位同事书稿、论文及剽窃施老成果的吴云定作接班人。

消灭4.消灭上海市首家肥胖病医疗协作中心：现任上海市市长韩正任区长时亲自召开现场会解决了房屋问题，张学兵书记（现为市公安局长）又帮助解决扩建用房。该中心采用中医药治疗肥胖及其并发症曾居全国领先水平，被日本国拍摄专题片，发表专访文章，影响较大。美国NBC、CNBC二次来拍摄减肥业绩，英、日、法、加等国也来拍摄过电视片，英国卫报、澳大利亚人报、美联社等10余国与港澳台都有较多报纸报道过减肥业绩，该中心负责召开了全国减肥学术研讨会及1次国际减肥学术研讨会与全国减肥学习班，做过上海肥胖发病率调查，出版减肥专著8本，获省部级科技进步三等奖1项，厅局级奖三项，产品成果5项。

消灭5.消灭图书室并窃走珍贵稀有图书：医院的竞争力实质是学习能力的竞争，康把2005年以前的所有杂志及大部分书籍都作废纸出售，现在的图书室成了康临时用餐之地。

消灭6.消灭传统每周一次学习制度：

消灭7.消灭中西医结合科：该科曾是上海市首批医学领先专科，它所获科技进步奖、出版专著在数量与级别上都超过全院其它科室总和。

消灭8.消灭发明医院制剂人的奖金，扼杀激励创新机制。

消灭9.消灭上海市医学领先专科施氏伤科：施氏伤科第二批进入上海市医学领先专科，是施老亲手创办与申报的，他的学生吴云定剽窃了施老7篇论文、2项科技成果、2项产品成果并在精神上折磨施老。施老死后他的4位子女联名揭发吴云定：“父亲在阴险毒辣的吴云定的欺凌与迫害下，他痛心、他滴血、他愤慨，由于吴云定对他的精神折磨，使父亲过早地含恨离开人世”

消灭10.消灭中西医结合病房：该病房在1977年被评为上海市科技先进单位，1995年首批进入上海市医学领先专科所属的病房。该病房用中医药治疗急性胃出血、急性胰腺炎及肥胖病分别获得卫生部科技成果甲等奖、国家中医药管理局科技进步二等奖及上海市人民政府科技进步三等奖。康把该病房归属中医内科病房，从此上述专病中药特色优势病种不敢收治，该院的一大特色已被康消灭了。 

        Crime 7 Ruthless crimes, 10 Elimination!
        The president declares a scholar who claims to respect science and talents. See, however, what he has done to retaliate against the many experts, which is called an unforgivable 10 "eliminations" crimes!        I wonder if Kang Zhengxiang, the present president of Xiangshan Chinese Medicine Hospital, Luwan District,Shanghai,will have to start to deny the numerous positive evils when he reads the above sins. As ordinary citizens with basic justice, the damned president deserves its doomed punishment! 

正象影片《七宗罪》结束时斯班瑟说的那句话“海明威说：这个世界如此美好，值得人们为它奋斗。我只同意后半句。”
