China reveals contempt for the west says success due to socialism not capitalism

China's Communist Party has used the opening of its five yearly leadership conclave to mount an ideological defence of its monopoly on power, proclaim the country's economic miracle is not over and reject any idea it would follow a path towards western democracy.
中国共产党用五年一度的领导秘密会议开启了对权力垄断的思想辩护，宣告中国的经济奇迹还没有结束，反对任何走向西方民主的道路。

In an editorial ahead of the 19th Party Congress, which opens in Beijing on Wednesday, the official Xinhua news agency didn't disguise its contempt for "stagnating" western economies wracked by "populism" and "vetocracy".
新华社官方新华社周三在北京举行的十九大前夕发表社论，并没有掩饰其对“民粹主义”和“精英主义”打压的西方经济“停滞不前”的轻蔑。
"Lessons of failure are still vivid for some countries that tried to embrace the Western model," Xinhua said in the 1200-word editorial.

The sharply worded article appeared to confirm suggestions the Party had also downgraded its commitment to open markets, in favour of what many see as a hybrid model.

"The market is not omnipotent and appropriate intervention of the government is necessary," Yan Jirong, a professor with the school of government at Peking University told Xinhua.

The editorial said while a 2013 Party document had upgraded the role of markets from a "basic" one to a "decisive" one, this was not at the expense of a strong role for the state.

"By changing the role of the market .... China was following the principles of market economy, while giving the government a better role in macro-policy efficiency," the editorial said.

Neo-liberalism 新自由主义

The Xinhua editorial also sought to deny China's economic success over the last 40 years had anything to do with "neo-liberalism" – the favouring of free market capitalism.

Rather, Xinhua said China's success was due to the stability brought by the Party, which had avoided being captured by populism and the often short term focus of politics in western-style democracies.

This triumphant tone contrasted with a security lockdown in Beijing ahead of the Congress, which will feature a speech by President Xi Jinping on the opening morning.

Passengers have complained of hour-long waits to enter subway stations across the city as thorough security checks are carried out. Bars and live music venues have shut down for the duration of the Congress and earlier this month Airbnb suspended its listings across most of the capital until November, refunding those who had already paid. Similar actions were taken by Airbnb's local competitors.

At the same time, the Public Security Bureau has increased its monitoring of high profile activists. Environmental campaigner Wu Lihong told The Australian Financial Review he was called back to his home province of Jiangsu by local security officials after travelling to Zhejiang near Shanghai to visit a friend.

An overview of the main press conferences was announced on Monday with key Party organisations fronting the media and playing a bigger role than in previous years.

These include the Organisation Department, in charge of promotions within the Party, the Commission for Disciplinary Inspection, which runs Mr Xi's anti-corruption campaign and the Publicity Department for the Central Committee. Also making a rare public appearance will be representatives from the United Front Work Department, which is in charge of enlisting support for the Communist Party from groups based overseas, including university students.

On the economic front, press conferences will include the Office of the Central Leading Group on Financial and Economic Affairs, an agency created during Mr Xi's tenure which sits under the Party. Typically in the past, economic issues were handled by representatives from the People's Bank of China or regulatory bodies.

Ahead of the Congress, People's Bank of China Governor, Zhou Xiaochuan, surprised most economists by saying the world's second biggest economy would accelerate not slow in the second half.

"China's economic growth has slowed over the past few years...but economic growth has rebounded this year, with GDP reaching 6.9 percent in the first half, and may achieve 7 percent in the second half," Mr Zhou was quoted as saying at the G30 International Banking Seminar in Washington.

Cold war thinking 冷战思维


Another state-run media outfit, The Global Times, used the lead up to the Congress to again hit out at Foreign Minister Julie Bishop, saying her criticism of Chinese meddling in Australian universities showed her "cold war thinking".
另一家国营媒体“环球时报”利用国会主席的名义，再次向外交部长朱丽·毕晓普（Julie Bishop）发表言论，称批评中国人干涉澳大利亚大学显示了她的“冷战思维”。


"These people simply disagree with different ideologies and don't want to move a step closer toward understanding others," the newspaper said.
