台商撤离大陆 中共强索巨额“买路钱”

台湾《自由时报》6月9日报导，一家大型台资电子厂近日从中国申请汇出约合90亿元新台币（约2.88亿美元）的资金，结果遭中共外汇管理局强索10%的巨额“手续费”。

报导说，这90亿资金，首先要被中共政府扣除30%的外资企业所得税，只剩63亿，然后再被勒索6.3亿“手续费”，最后中共政府共拿走33.3亿。

中共外汇管理局虽然以“手续费”为名截留汇款，但并不承担任何业务。台商付出这笔“手续费”后，还是要通过银行汇款，并支付汇兑费用。

台湾本土和外资银行，跨国汇款的费用只在600元到1300元新台币之间。一名台商表示，即便通过地下汇兑，也最多收取3%的费用，中共简直“跟拦路的土匪没有两样”。

报导指出，台商的巨额汇款，一般地下汇兑很难承接，中共政府吃定了台商的弱点，才敢强索巨额“手续费”。即便台商内心淌血，也只能忍痛逃离中国。

美国的关税迫使外企撤出中国，给中国经济造成巨大损失，中共正在用各种方法刁难撤离的外企。

据《纽约时报》和《华尔街日报》报导，中共国家发改委上周召见了十多家外国科技公司，包括英特尔、高通、ARM、海力士、微软、三星、戴尔、诺基亚和思科等。中共警告这些企业，不要配合美国政府制裁华为，也不要从中国撤资，否则可能面临“严重的后果”。

数日前，中共宣布将设立所谓“不可靠实体清单”，威胁报复封杀华为的外国公司。中共召见这些外企，被指可能与该清单有关。

中共数十年的经济发展，外资输血一直是主要支柱之一。另外，据陆媒此前报导，外企为中国提供了超过4,500万就业岗位，加上靠外资生存的上下游企业，如果外企撤离，影响的人数或以亿计。

美国贸易数据公司磐聚网（Panjiva）上月对其客户进行的一项调查结果称，在接受调查的美国企业中，有82%计划将业务搬出中国。日媒此前报导，大部分日本企业也已经或正准备撤离。
