香港地产商威胁上海居民人身安全


Henderson Land Development Company Ltd. owned by Mr. Li Zhaoji has just started a land development at Land 688 Nanjinxi Lu Shanghai. This project has been delayed for over 13 years due to its severe safety issues.
李兆基先生的恒基兆业地产有限公司位于上海南京西路688地块的建筑工程由于严重的安全隐患在拖延了13年之后开工了。

The nearby Jing’an Xin Cun housing complex was built over 70 years ago on soft soil without solid base, which has been classified as endangered building due to existing big cracks and continuous collapsing pieces found everywhere in the complex.
工地边上的静安新村居民小区是一片近80年房龄、建筑在松软泥土上的无地基房屋。该房群已明显开裂，并不断出现局部垮塌。

Henderson company first got its land developing permits in 1994 with designing of two buildings. The reopened projects in 2007 has been changed to one huge building with floor area ratio as high as 6.3. In 2003, a new law has cancelled the previous law and stated that this ratio can never be exceeding 4.0. The current Shanghai Municipal Government Party Secretary Mr. Yu Zhengsheng has specifically forbidden building heavy buildings beside endangered old complex, reported by Liberation Daily on December 15th. 2007.
恒基公司曾经在1994年取得该地块两栋房屋的建造许可，停工13年后，于2007年重新开工，并将容积率升至6.3。2003年的法规已经废止了先前的许可，并规定容积率不得超过4.0。根据解放日报2007年12月15日的报道，现任上海市委书记俞正声明令禁止在老式危房边建造高楼，

In order to maximize its profit, Henderson’s new design has even reduced regulated fire proof passage of 24m down to as little as 8m garage entrance. This land development has been getting started without any safety study to the complex. Mr. Li Zhaoji has forced Jing’an Government to issue all the permits and ordered the work to be started before the completion of safety precaution study ordered by Henderson company itself.
为了使利益最大化，恒基公司的新设计还把法定的24米防火通道降为仅仅只有8米的车库入口。该公司还在不做任何安全评估的情况下悍然开工。李兆基先生迫使静安区政府开出所有证照，并在他们自己实施的施工安全措施评估完成前突击施工。

Due to the risks to the residences’ lives and their property, more than a hundred residents have tried to talk with the government and even went on street to protest. These residents just want to protect their lives and property. They are appealing to Mr. Li to stop the construction before the legal safety study is completed.
因严重威胁到居民的生命财产安全，100多个居民已经试图与政府沟通，并上街示威。这些居民为了保卫他们自己的生命财产，强烈呼吁李兆基先生在法定安全评估完成之前停止任何施工。

So far there is no sign of any response from the government or Henderson company. The construction is continuing to proceed and the complex is continuing collapsing.
迄今为止，政府和恒基公司均无任何回应。工程仍在继续进行，房屋仍在继续坍塌……

Shanghai Nanjingxi Lu 688 land developer has covertly started construction work. Two cement vehicles were turned back by the nearby residents from 612 Nanjingxi Lu, Shanghai in the afternoon. Internal information showed that the work would be resumed by midnight on the same day.
上海南京西路688地块开发商偷偷开工之后，27日下午两辆水泥搅拌车被上海南京西路612弄居民驱离。内部消息显示，该开发商将于当日午夜恢复施工。

Starting at ten o’clock in the evening, more than a hundred residents got together in the cold winter night to block the gateways to the construction site. Before midnight, the trucks showed up again with heavy equipment on the back. All the residents formed a human wall to block the passage. The developer’s onsite manager Mr. Hu ordered the heavy truck to run into the crowds in order to break the human wall. The truck stopped at only a few feet away from human body. He also called police in. After one hour of staying and investigation, the police refused to assist him and turned away eventually. He then asked his security guards to act upon the residents. All the security guards refused to take action and quitted their position on site with their leader. All the trucks including those were inside the construction site fled away eventually by one o’clock in the morning. Mr. Hu was told by the resident that his dirty behaves would reduce his life age.
当晚十点左右，在冬夜的寒风中，100多位居民来到建筑工地大门口设卡。午夜时分，拖带重型机械的卡车再度现身。所有的居民自动组成人墙。开发商现场胡姓主管将重型卡车冲到离居民半米的距离，试图要强行冲开人墙后，首先报了警。经过一小时的相持和调查，警方拒绝支持开发商，并悄然地撤离。胡姓主管接着要求他的保安队对居民动手，所有的保安队员一致拒绝执行，并在队长的带领下当场就地辞职。凌晨一点钟左右，所有工程车辆包括在工地上待命已久的全部逃之夭夭。恒基兆业胡姓主管的卑鄙行径因而被居民斥为有损其阳寿。

The forced action order came directly from the owner of Henderson Land Development Company Ltd. Mr. Li Zhaoji who had spent more than a hundred million dollars on his son’s wedding not long ago. The local residents were protecting their human rights, life rights, property rights and rights of living in peace as well as the rights of living in safety.
强行施工的命令直接来自于香港恒基兆业的大老板李兆基，该人士于不久前在他儿子的婚礼上曾挥霍一亿港元。当地居民则被认定为捍卫其人权、生命权、财产权和安居权。
